Las Vegas Law Enforcement Get Special Instructions on Handling Gays

The Las Vegas Tax Authority is a division of law enforcement, so questions of how the agency deals with the public are a matter of public concern. Indeed, some are concerned at the revelation that the agency’s officers’ handbook contains instructions regarding communicable diseases that lump gays with prostitutes and drug users as a class of people that are defined as "high risk" for carrying disease. A March 2 article at Las Vegas Now.com reported that the policy manual used by TA employees instructs officers to use special care and protective equipment such as protective gloves when dealing with gays and others in the "high risk" category. The Website, which is affiliated with local news station and CBS affiliate Channel 8, said that some of the agency’s own people find the categorization of gays as disease carriers likened to drug users and prostitutes to be offensive. "It took my breath away to read that," said Scott Lewis, a onetime TA officer. "It lumps in homosexuals and gays with drug users and prostitutes. Drug users and prostitutes as we know are criminals." Added Lewis, "My question is, what is a homosexual? How can you tell? Would you ask them, ’Are you homosexual?’ and then stop, as it says, for your personal protective equipment," said Lewis. The story notes the irony of the policy manual’s categorization of gays in light of outreach by the Las Vegas Convention and Visitors Authority draw GLBT vacationers to Las Vegas. "It is medically, politically and socially unacceptable now," said Lee Plotkinhe, who serves as the Nevada Equal Rights Commissioner. "Does this mean Siegfried and Roy couldn’t have gotten a cab to the Mirage? Does this mean Elton John couldn’t get a cab to Caesars Palace? It’s just ridiculous." The story reported that all the other law enforcement agencies in the state have either scrubbed such references to gays, or are in the process of doing so. The TA claimed to Channel 8 that it, too, had updated its policy manual and removed the anti-gay language, but the story reported that the amended manual was is use among administrative personnel, with officers on the street still using the unchanged version. An unnamed officer currently with the Taxi Authority indicated that GLBTs aren’t the only ones that the TA views with institutional bias. "You’ve had investigators calling drivers rag heads, sand n----rs," he told Channel 8. "The environment in the TA is awful. It’s been brought to the chief investigators desk, and the administrator, and nothing has been done. Nothing." As noted in a recent two-part EDGE article on police LGBT liaison units, the GLBT community still tends to regard the police with distrust. Though many departments have liaison units, they may come into existence in response to a situation such as the raid that Fort Worth law enforcement carried out against a gay bar on the thirtieth anniversary of the Stonewall riots, and be viewed as a public relations afterthought. In departments with well-established liaison units, there may be little training--or training of dubious effectiveness--on diversity issues outside of the unit’s officers. In terms of taxi services and gays, one story that caught media attention late last year was an incident in which a New York cabbie threw two gay men out his cab. The cabbie said that the men were engaged in sexual activity in the back seat, and that he had asked them to stop before finally ordering them out. The passengers, 27-year-old Paul Bruno and his boyfriend, said that they were merely hugging, and denied that any overtly sexual activity was taking place that would have distracted the driver. So-called "service refusals" can be costly, because cabbies can be fined for denying rides to passengers. A third strike can even result in the loss of a cabbie’s license. A similar incident took place in Minneapolis in 2005 when a cabbie, who was thought to be Muslim, ordered a trio of gay men out of his cab after he saw one man give one of the others a kiss. Meet Markus The United States' First Legal Male Hooker!

A brothel in a Nevada desert town has hired the state's first male prostitute, a muscular college dropout who abandoned a brief stint as a porn actor in Los Angeles to become the only legal gigolo in the United States. The Shady Lady Ranch successfully won state and county approval to clear the way for the "prostidude," as Nevada's newest sex worker is already being called. After a slow first week on the job, his first appointments are scheduled for this weekend. The male prostitute — known as "Markus" — has quickly become the center of attention in Nevada's brothel industry. He has been criticized by female counterparts for not being willing to have sex with men. And he created a dustup after telling Details Magazine that his pioneering role in the sex business was "just the same" as civil rights icon Rosa Parks refusing to give up her seat and move to the back of the bus. Not surprisingly, he has been forbidden from doing interviews after the remarks. Competing brothel owners also fret that hiring gigolos in Nevada will bring unwanted scrutiny from state officials, potentially tempting them to make prostitution illegal. The competitors have also expressed concerns about sexually transmitted diseases, and worry that female customers can't be inspected as carefully as men are before sex. Markus, 25, described himself as a well-read college dropout and former U.S. Marine from Alabama. He said he drove to Los Angeles to become a porn actor and left after filming two scenes, the first about a month ago. He said he ended up in a homeless shelter near Santa Monica, Calif., after being unable to find another job. 'Empowered' Shady Lady madam Bobbi Davis picked him from about 10 potential hires culled from hundreds of applications, many featuring crude inquiries, according to her husband and co-owner Jim. Part of Markus' appeal was that he was not afraid to deal with heavy publicity. "Whichever woman may walk through that door, she's appreciated," Markus said in his Details interview. "A surrogate lover will love that woman for a whole hour, or however much we charge here, and she'll leave feeling much more empowered and much more confident in herself." Jim Davis told The Associated Press that after reading the article, he and his wife decided that Markus doing interviews was bad for business. Bobbi Davis declined an interview with the AP. The Davises declined to give Markus' real name, which is customary for sex workers in Nevada. Davis said the Shady Lady had received dozens of e-mails expressing interest in the gigolo. He said it took years to establish steady business from truckers, salesmen and other travelers after the brothel opened 17 years ago, and getting paying women customers could take at least a month. "This is a business — if (Bobbi Davis) didn't think she could make more money she wouldn't have done it," Davis said. "Why else would she start something like this? "And if she knew what she was getting into, she probably wouldn't have," he said. Rooms with a theme The yellow-painted Shady Lady compound is more than 30 miles north of Beatty — an unincorporated township of less than 1,200 people between Las Vegas and Reno. The small, fenced-in brothel includes a French-themed foyer that displays a pricing menu — $200 for 40 minutes, $300 per hour. It sits on 40 acres of mostly empty land the Davises originally bought for $11,000, Davis said. Three connected bedrooms are distinctly decorated. One has a heart-shaped hot tub in its bathroom, another has an Asian theme. The brothel's newest space is a disconnected cottage that looks like a roomy studio, with a kitchenette, a wooden bathtub in the bedroom and armrests on the toilet. The cottage cost $50,000 to build, Davis said. Markus plans to use the cottage. 'Viable effort' "It won't be successful," said Arie Mack Moore, owner of the Angel's Ladies Brothel, about two miles north of Beatty. "You can't have both (male and female prostitutes) in the same building or adjacent to each other, in my opinion." Moore claims his business has picked up since Markus was hired, with customers saying they wanted to avoid the Shady Lady because of Markus. A 22-year-old prostitute at Angel's Ladies named "Cuddles" said Markus' unwillingness to see gay males makes the Shady Lady seem sexist and discriminatory. Her brothel services women. "How can you just turn down services because of what someone's preferences is? It comes with the territory. It comes with the business," she said. Davis said that he and his wife aren't interested in establishing a gay male clientele, but it will be up to Markus to decide whether to accept men as customers. Davis said Markus told him that he wouldn't perform for male customers. "All this gay homophobia in this country is horrible," Davis said. "Everybody's so damn scared two men might have sex — it's happening every day in Las Vegas. Not going to happen here, but that's all the big fear, is gay people." 'In the catbird seat' George Flint, a longtime lobbyist for the Nevada Brothel Owners Association, said allowing a male prostitute creates legitimate health concerns. Male customers are thoroughly cleaned and inspected for signs of disease before sex at Nevada's brothels, and he doesn't believe the same "fanaticism" is possible when checking female customers. He also worries about the ramifications for the six other brothels in Nye County and the 24 total in Nevada. "We got an industry in this state right now that's got an investment of somewhere between $50 million and $75 million," Flint said. "And yet Bobbi's in the catbird seat right now where her antics and her procedures and her demands and her goals could potentially bruise an entire multimillion-dollar-a-year industry." Flint said he believed the Shady Lady Ranch, which is not a part of his association, could see a temporary wave of curious female customers, but the experiment will ultimately fail. "I think she truly believes that it's a viable effort, and I'm wondering after four or five days and there haven't been any takers, if she's beginning to wonder if maybe she was wrong," Flint said. "You and I and the rest of the world can sit and debate this damn thing until hell freezes over, but if nobody shows up at her front door, what's it proved?" Story MSNBC via AP

Las Vegas: Shady Lady Prepares To Hire Male Prostitutes

In as little as three weeks, the Shady Lady Ranch brothel plans to launch a live-action sociology experiment that could open a whole new market for the state's legal bordellos or destroy the industry altogether. So go the predictions for what might be the biggest change to hit the brothel business since the credit-card reader: male prostitutes. By as early as mid-January, Shady Lady owner Bobbi Davis plans to hire two men to start servicing women at her cathouse 150 miles northwest of Las Vegas. The idea is making headlines around the world and causing a minor stir within Nevada's legal sex trade, a mostly insular business where publicity is often feared for the backlash it could bring. Among those watching from the sidelines with a mix of curiosity and concern is Bob Fisher, longtime public relations man for the Chicken Ranch brothel south of Pahrump. Fisher said he doesn't know of any brothels that plan to follow the Shady Lady's lead. If anything, he said, the business as a whole probably would be better off if Davis didn't go through with her plans. "I think the overriding thing here is, why rock the boat?" Fisher said. Brothel industry lobbyist George Flint fully expects the new business venture to fail. After all, he said, it has never worked before. According to Flint, infamous brothel owner Joe Conforte quietly offered men to female clients more than a decade before he and his wife were brought up on tax evasion charges and he eventually fled to Brazil. Flint said the Confortes conducted their experiment in the 1960s in the Lake Tahoe area, "away from their operation at the Mustang Ranch." "It proved to be a complete failure," he said. Another Nevada brothel owner whom Flint refused to identify secretly put a man on the payroll about a year and a half ago. That trial run was abandoned after about three months, he said. Both test cases encountered the same problems, according to Flint: There wasn't much interest in such services to begin with, and the few women who did show up wanted to be romanced for hours before getting down to business. "Women won't come in for a quickie. They're not jackrabbits like men are," Flint said. "There is just nothing about it, fiscally or any other way, that makes any kind of sense." And there are fates worse than failure, Flint warned. The Shady Lady's man-sized gamble could prompt state lawmakers or county officials to consider outlawing brothels altogether. Flint said he already has heard rumors to that effect in Carson City. Davis can't even get an encouraging word out of former Hollywood madam Heidi Fleiss, who moved to Pahrump four years ago with her own grand plans for a spalike "stud farm" catering to women. "It's not going to work," Fleiss said of the Shady Lady's plan. "Why would you drive out there when you can go on craigslist? You have to drive forever. No woman wants to get laid that bad." But at least one person thinks the skeptics could be in for a surprise. Barb Brents, a sociology professor at the University of Nevada, Las Vegas, has studied Nevada's legal brothel industry for more than a decade. She just co-authored a book on the subject, published earlier this month, called "The State of Sex: Tourism, Sex and Sin in the New American Heartland." "I think it's a large untapped market, and I think it's about time they let women purchase sex in a safe environment where they can purchase quality," Brents said. It will take some careful marketing, though. "It will be tricky for these men to make enough money. They will have to tap into some moneyed clientele and find a way to get them out there," Brents said. "But by virtue of being the only ones providing this service, they should have an advantage at least for a while." Davis already has taken the idea further than anyone before her. Earlier this month, she persuaded the Nevada State Health Division to write men into state codes that used to define licensed prostitutes as women, complete with requirements for weekly testing of "cervical specimens." Next up for Davis is a meeting with the Nye County Commission, tentatively set for Jan. 5. Depending on how that meeting goes, Davis said she could have two men in her lineup of five sex workers by the following week. It remains unclear whether Davis even needs the county's blessing. Nye's brothel ordinance avoids any gender-specific references that might block the use of male sex workers, and none of its licensing rules appears to require prior approval before a change like this is made. Davis said it doesn't really matter whether she is required to meet with county officials. "They sign our license every three months," said Davis, who has owned the small brothel with her husband for the past 17 years. "They say we need to do it, so we're going to do it." Nye County Sheriff Tony DeMeo could not point to a specific part of the brothel ordinance that would prevent Davis from hiring men. As far as he is concerned, this is a public health issue, not a moral one. The county's job is to make sure the practice is conducted in a way that protects customers and courtesans alike, he said. "This is a highly privileged license. And remember, this is something entirely new," said DeMeo, who is on the county board that regulates brothels. "We need to know what's going on so we're not stumbling around in the dark on this thing." He said whatever the county ends up doing is likely to influence what happens in the eight other rural counties that license brothels. Prostitution is illegal elsewhere in Nevada, including the population centers of Clark and Washoe counties. "I kind of wish another county had to deal with this first, but it fell at the feet of Nye County and we're going to deal with it as appropriately as we can." Nye County Commission Chairwoman Joni Eastley said she doesn't object to what Davis has planned, as long as it is done legally and with the proper safeguards in place. So far, Eastley said, she hasn't "heard one word" about the issue from any of her constituents. Controversy could change that. Some predict the introduction of male prostitutes will inevitably lead to brothels catering largely to gay men, an idea Flint said "unnerves people" in a way more traditional cathouses do not. Offering men for men is not part of Davis' plans right now, but she won't rule it out entirely. While her new business model is aimed at female customers, Davis said she can't really discriminate. Then again, she also can't offer a service that her employees refuse to provide. "You can't make someone have sex with someone else just for the heck of it," Davis said. In other words, the working men themselves will decide whether to accept male customers. Davis said she won't even pose the question during the job interview. "I'm going to take a 'don't ask, don't tell' (approach)." Chicken Ranch spokesman Fisher said a brothel catering to gay men might draw closeted customers for whom privacy and discretion are key. "Maybe there's a bigger market that way," he said. "That's an interesting question." Fleiss is more bullish on the idea, saying, "If it's gay, that's the only way it would work." There is nothing on the books to prevent it. "There are already same-sex contracts being executed in these brothels," DeMeo said. They just happen to involve women instead of men. "Contrary to what (people's) feelings are, it's a legal activity," he said. Davis said people keep telling her that a brothel for gay men would be a gold mine, but she doesn't really buy it. "I have a lot of gay friends. I know how the gay scene works," she said. "There's too much free (sex) going on" for people to want to pay for it. Davis insists she isn't trying to make trouble for anyone. She just wants to drum up some business in a bad economy. So far, her plans have generated a lot of publicity, even more than the Shady Lady got when Davis gave out gasoline cards to customers last year or fought to overturn a state ban on brothel advertising in 2007. "It's got headlines all over the freaking world," said Flint, who already has been interviewed about the Shady Lady by two different news programs in Britain. "I don't think if (Gov.) Jim Gibbons disappeared into a deep dark hole it would get this kind of press." Davis said she has no idea whether her new business model will succeed. Everyone else is offering predictions, but she isn't. "This is all uncharted territory," she said. "I may fall flat on my face. Gay-friendly Las Vegas, Nevada 'Sin-City' Is On A Winning Streak!

vegas01There's always been something a little bit queer about Las Vegas, dating to the drag queens who performed at the Kit Kat Club in the 1940s and a bedazzled Liberace becoming the city's highest-paid entertainer when he appeared at the Riviera Hotel in 1955. But as Las Vegas tossed in the chips on its gamblers-only image in favor of sleek luxury hotels and award-winning chefs, gay travelers started paying more attention -- and the marketing blitz to woo them ignited. Resorts created gay-specific ad campaigns, Krave, the Strip's first gay nightclub, opened in fall 2004 and a gay pool party at Luxor launched this summer. Yet, the gay scene still pulsates largely beneath Sin City's skin -- in the homoerotic tangos of Cirque du Soleil's acrobats or the stage spectacles of gay icons like Cher and Bette Midler -- rather than blazing in rainbow lights on the Strip. The city's lone all-gay guesthouse and most of its gay bars are tucked away from Las Vegas Boulevard. LVSignLas Vegas is the rare resort town to make frequent appearances in top 10 lists of the most popular U.S. gay destinations without having a highly visible gayborhood. Rashad Robinson, who oversees the Advertising Media Program for the Gay and Lesbian Alliance Against Defamation, says the city is savvy about showcasing its diverse attractions and activities to appeal to the diversity of the gay community. In the past 18 months, Las Vegas has hosted major gay events ranging from the International Gay and Lesbian Travel Association's annual convention to the Bigger Vegas/Convergence 2009 gathering, which brought 800 plus-sized gay travelers and their admirers to town. WHERE TO STAY   Most of the major Strip hotels are gay-friendly, but the light-infused, 2,034-suite Encore, the 2009 addition to the Wynn resort complex (styled under the discriminating eye of Wynn's gay executive vice president of design, Roger Thomas), gets bonus points for launching the first on-site LGBT concierge service. At the opposite end of the Strip, Mandalay Bay, aka ``Mandalay Gay,'' and its sexy, casino-free sibling, THEhotel, have maintained their gay cred. THEhotel's opening in 2003 heralded the Strip shift from adult-Disney-style theme resorts to modern luxury, as epitomized in its Zen-cool, gay-popular spa, the bathhouse. A planned room makeover should give Luxor a much-needed aesthetic boost, but in the interim, the more affordable choice has hosted recurring gay parties in its bordello-style CatHouse resto-lounge and its adults-only pool. The men-only Blue Moon Resort is a friendly, cruisy and casual alternative for those seeking an all-gay stay off the Strip (rental car recommended); day passes available. DINING While there's no one spot where gay diners congregate on the Strip, it's comfortable cozying up to a same-sex partner wherever a marquee-name chef showcases his or her dishes -- the seismic shift from $3.95 buffets to haute cuisine clearly raised the gay comfort level. Some noteworthy examples: MGM's L'Atelier de Joel Robuchon, the more relaxed (though still pricey), Michelin-star restaurant from the French wunderkind, with an open kitchen and a particularly attractive staff; and Border Grill at Mandalay Bay, which showcases the environmentally conscious Mexican creations of Food Network's Too Hot Tamales, Mary Sue Milliken and out lesbian Susan Feniger. Paris' Mon Ami Gabi café attracts gay brunch fans with its build-your-own Bloody Mary bar and Strip-side view of Bellagio's dancing fountain. NIGHTLIFE   Krave_0020rsFrom Cher to showgirls, the gay-flavored entertainment options are endless. Cirque du Soleil's Zumanity, known for its same-sex pairings, recently launched a commitment ceremony package in honor of Nevada's new domestic partnership legislation; it includes a ceremony in Luxor's wedding chapel, a stay at New York-New York and show tickets. The only gay bar option on the Strip -- and it's a good one -- is Krave, a mega-club reminiscent of South Beach's gay heyday; the small lounge next door holds the lesbian party CandyBar on Saturdays. Sin City Q Socials hosts a martini reception for gay professionals every Tuesday at rotating locations. A cluster of off-Strip gay clubs sit among the somewhat seedy strip malls at Paradise Road and Naples Drive, aka ``The Fruit Loop.'' Top weekend draw is Piranha/8 ½ Lounge, a sprawling multi-room space that attracts an ethnically diverse mix of locals and tourists (only out-of-towners pay cover). Gipsy, which hosts drag shows; Levi-leather bar Buffalo; and Freezone, a dive bar with the largest lesbian following of the bunch, are within walking distance. DAYTIME ADVENTURES   las_vegas_skylineIn response to Las Vegas's exploding (but hetero-dominated) adults-only pool party scene, Sunkissed Sundays brought a gay pool party to Luxor this year, and is scheduled to return to the Strip in May 2010. Gay-friendly Pink Jeep Tours transport small groups into the nearby natural beauty of Red Rock Canyon, the Valley of Fire or the Grand Canyon. Longtime lesbian tour operator Babs Daitch, with the aid of gay historian Dennis McBride, created the ``Gays Gone By'' tour through Las Vegas's queer history. Available for groups of four or more, its multiple stops include Snick's Place, the city's oldest gay bar, the Liberace Museum and the Gay and Lesbian Community Center of Southern Nevada.

Bobbi Davis is looking for male prostitutes to help expand the clientele at the Shady Lady Ranch, her small roadside brothel about 150 miles north of Las Vegas. Davis says the requests she has received for male prostitutes have come mostly from women, but that she also would welcome business for M4M.
"We've had requests for men in the past, and there's nothing else like this out there."
Indeed, the 25 legal brothels scattered throughout 10 rural Nevada counties are staffed by women and cater to men. The Shady Lady, however, isn't the only one thinking about hiring male prostitutes. Nevada Brothel Association lobbyist George Flint says other brothels have approached him with the idea lately to drum up business. Like Nevada's gambling, hotel and convention industries, the prostitution business has hit hard times. Flint estimates that bordellos have seen a roughly 50 percent drop in revenue since the economy turned sour.
"Business is so bad right now, I think brothels would do anything to survive. Disposable income is just in short supply at the moment," he said.
200306Former Hollywood madam Heidi Fleiss recently planned to open "Heidi's Stud Farm" near Pahrump, but gave up the effort this year after being arrested on felony drug charges. Flint says other brothels have offered male prostitutes over the years, with little success. He argues that the business model for a brothel that caters to women just doesn't pencil out.
"Seducing a woman and seducing a man in a brothel environment are different things completely. One can take a few minutes, the other can take hours. It wouldn't make money," he said.
Davis agrees that women customers could differ significantly from men, though she plans at least initially to keep her current prices for services - $500 for two hours, $800 for three.
"That may change. We're figuring that women may want a longer period of time, maybe a little more romance. They're not quite like men in that respect," she said.
 So what about those requests for male prostitutes from men seeking men?
"I can't discriminate, nor would I want to," she said, adding that it would be up to prostitutes to decide whether they entertain any particular guest.

State law allows for legal prostitutes of both genders, but the health codes that regulate the business largely are written to apply to female prostitutes. That includes a requirement that the working girls have mandatory cervical exams. "It's kind of hard to do that with a man," Davis said. Nye County Sheriff Tony DeMeo, whose office administers work cards for prostitutes, said he's aware of Davis' plan and has sought legal advice from the district attorney. Meanwhile, Davis is drawing up her help wanted ad. She said she'll be looking for one or two men "in good shape, in their mid-30s to 50s." Asked about the age range, she notes that's another way women differ from men.
"Look at George Clooney, he's 50 and he's still considered a very sexy man. Most don't consider a man washed up by the time he's 50," she said.
Prostitution is outlawed in five Nevada counties, including in the Reno and Las Vegas metropolitan areas, but brothels have operated legally elsewhere in the state since 1971.

The beloved singer Sir Elton John got a standing ovation from his fans in Las Vegas as he played the final show in his five-year residency last Wednesday (April 22 2009). Elton who recently turned 62, has been a regular fixture at the Colosseum at Caesar’’s Palace since signing on for a three-year deal in February 2004, was scheduled to play 75 shows over that time period, but a further 166 concert dates were added due to popular demand. He brought the curtain down on The Red Piano show last week, paying tribute to the other superstars who have also enjoyed extended runs at the Colosseum. The singer wowed the crowds with hits like Candle in the Wind, Tiny Dancer and Rocket Man, earning him a standing ovation from fans after each song.
“Who are you going to get to fill in our shoes now? You”ve got Bette Midler, you”ve got Cher. It’’s gonna be the Village People next,” he said.
But the five-time Grammy winner isn”t ruling out a return to the Vegas stage. “I really have enjoyed every single moment of this engagement. One day I might even see you in Vegas, OK? Live On The Twink Set

It's Spring filming time for Doug and Ted over at Hyde Park Productions and they have taken off to film in Las Vegas. They are doing 3 new films on location in Vegas at this very large mansion that everyone is staying at. I caught up with them yesterday in live video chat at their website, KNIGHTBOYZ VIDEOS.  You can check it yourself and watch the videos they are are filming.
