Frank moved up from #2 last year, because as head of the House Financial Services Committee, he will be at the center of "some of the most heated public policy battles in the coming months." Frank has an autobiography coming out this fall called Barney Frank: The Story of America's Only Left-Handed, Gay, Jewish Congressman.
